It definitely should not restart. Are you sure, that the owner you are trying to use the script as has permission to overwrite files? Try outputing the script to a file and look up the result

Interesting... Btw the dropping reason on client side is Disconnected from server (parameter not found) I'll try to hook TS3Hook and give you packet log if it happens again
Would it be possible to resend ping packet if server did not get response? Like I would try it 2-3 times. If still no response then drop the client. Maybe this could solve the issue
