Maybe it is your host network problem?
Most common problem when this kind of thing happens.
(Using protocol key does not affect your server network)

I made a ticket to the host and they said that they dont have problems with the connection. The problem is only with teaspeak because when i had the tea(m)speak server there wasnt this problem

Thats kind of strange.
What teaspeak server version you're using?
All users with packet loss or just some of them?

Just for testing purposes, downgrade the version to v1.4.10 or for example the one i am still using, v1.4.8-beta9 ;)

Well TeaSpeak (at least the native client) does use UDP, not TCP.
Even thou your CPU is quite weak, I guess its more likely to be a network issue since the CPU is only loaded up to 10%, as reported.
If it would be > 95% than some lags may occur (which makes sense).

Do you have any other network monitoring tools?
