Completed Permission problem

Permissions are not working, http://prntscr.com/kkhx7e i gived my permission to move power but i can't move anyone to any room, rooms have empty move power and target clients have empty move power.
why it is not working ?

you need 50€ to buy a machine but you only have 45€ can you buy ?

Does the client may have channel group permission?
What does the devug/verbose log say?)(there's described how the server calculate the permission)
