on 1.4.16b2 clients without permission talk_power cannot talk in channels
they are not muted like they dont have permisison to talk. no , they appears normal and have no makred as muted mice or something
their color will change to talk when they push talk button but others cant see it and they cannot hear them
only fix is to give at least "1" to that rank talk_power
