Server TeaServer Resources Usage / How manu slots can I reach?

As title, I'm writing for ask a technical information.
Last month I was thinking to downgrade my VPS servers (I have 12) on which I have TeaServer installed.
I already asked to an expert user time ago, but browsing this forum I seen that lot of users monitor resource usage with some tools, so maybe someone could give an exact answer.
I would like to know how many concurrent users can a VPS reach with these specs:

CPU: 1vCore (Intel® Xeon® E5 from 2 GHz to 3 GHz)
RAM: 512 MB (Currently I have 2 GB)

I don't know if other data is needed, but basically, the difference it will be in the RAM, from 2 GB to 512 MB, and on average, I have about 40 ~ 60 clients per VPS.

How much RAM could 60 users use?
Is the CPU enough?

Usually ram is not the problem.
The problem could be the cpu.
You need to test it cause a 3,0Ghz Atom cpu is not the same as a 3,0Ghz Skylake cpu, for example.
