Feature request VPN Blocker

We know all the probelm: you are ban someone and he comes again with a vpn. So i think a VPN / Proxy blocker (of course configurable) is a nice idea.

(BTW i know there is already a sinusbot plugin that can do this. So maybe u can get some inspiration from him or so )

Hmm well sounds like a good idea, but how could i be sure that an ip is a VPS?

There is an online service that is limited in the free version, but the basic functions should be enough.

It still has two problems:
1. What happens if an user has an ip which is flagged as VPN at any service, but he isn't a vpn user?
2. I also have to create a specific deal with one of the VPN detection sides. I can't just buy premium and use that for every server.

1. I currently have no answer to the question, but with a VPN blocker you have to expect that it does not work 100%
2. The free version is enough, if someone wants more, he can buy it himself?

But maybe someone has another solution.

Hmm the basic idea sounds not too bad.
I may will add a optional VPN checker support.

Could you may create a issue on github?
