When you create new server, so the server looks like:

And the question is: Can I edit default template of the server?

Okey there are several steps:
1. Connect to a server
2. Select a server and "unlock" the user management tab
3. Deselect the server again (for example via the terminal: use 0)
The user management tab should be still visible
4. Now you could select the user management tab and rearrange add and of cause delete channels.
Note: You could ignore the errors for clientlist :)

All changes mentioned here can be made when you are premium software.

As for the changes, you'll do it on server 0 (template) and all the servers created from there will have such a built-in change.
