Pending file transfer server quota exceeded

one of virtual servers started giving this error
changed every value related to quota restart whole instance . but not working
any idea?
Yatqa Gives same error too on that virtual server

What are your values here:

it was all set on -1. but gave error . i managed to fix it only by creating a snapshot and restore it again
