After restarting the server, semi-permanent channels are not deleted. I checked on version 1.4.11 beta 8 and 1.4.14 beta 4, in both cases this error is present.

Fixed in beta 9
But I'll wait with the release 'till the permission stuffy thinks have been resolved to I finally could name it the stable release candidate.
