"unrecognized packet"?
I've never put such error message anywhere :)

What's the exact disconnect message?

Walking" dropped (Packet resend failed)

above is the log of "disconnect message"

I've activated on server group this permission = b_client_allow_invalid_packet

and still for some reasons people is dropping by server..
1) teaspeak has problem ?
2) permission doesnt have any effects ?

"dropped (Packet resend failed)" is just a normal client timeout due to bad connection.

i don't think so because we use 2 server at the same time but they just dropped from teaserver not the other one it's not about bad connection

btw sometimes our packet sendings are blocking i mean we cannot speak or poke or move, we can do nothing also not disconnect except kick

You're not understanding..
Even with 1Gbps you can face bad network problems.
Bandwith is not related at all.

it is not about network we tested with few different providers they had same problem if it be network problem why just 1 person dropping ? why not everyone ?

The problem is not properly only the host provider network, it can be the users isp too, for example...

Completely random and normal, they dont necessary need to be disconnected at the same time just because they're using the same network..

I mean that it is normal that 2 users with the same ip / network not going down at the same time..
